The Press-Enterprise, REQUEST FOR QUALIFICATIONS FOR: PEER REVIEW CONSULTING FOR THE RIVERSIDE UNIVERSITY HEALTH SYSTEM (RUHS) MEDICAL CENTER PHARMACY CLEAN ROOM PROJECT PROJECT FM08430007288 SOLICITED BY: COUNTY OF RIVERSIDE ECONOMIC DEVELOPMENT AGENCY PROJECT MANAGEMENT OFFICE 3403 TENTH STREET, SUITE 400 RIVERSIDE, CA 92501 THE OPPORTUNITY: The County of Riverside (County) is offering an opportunity for consulting firms to submit a "Statement of Qualifications" (SOQ) to the County to provide peer review services for the RUHS Medical Center Pharmacy Clean Room project located at 26520 Cactus Ave, Moreno Valley, CA 92555. Successful responders would have an opportunity to submit proposals for services. Specifically the County seeks to qualify firms with knowledge and experience in clean room planning and design that meet the following standards: United States Pharmacopoeia (USP) 797 Cleanroom Standards International Standards Organization ISO 14644 Firms should tailor their response to the criteria described herein. The evaluation committee shall review submitted Statements of Qualification. The screening/selection committee will be composed of representatives from the County of Riverside Economic Development Agency and Riverside University Health Systems Medical Center. THE SPONSOR: County of Riverside is the public sponsor of this RFQ with County of Riverside Economic Development Agency acting as lead agency. On projects, the County's function will be administrative and financial. Administratively, the County will execute all required contracts to support a project as well as direct and manage the same. Financially, the County will fund the project. All proposals, plans, specifications reports and documents will be subject to final approval by the County. The County of Riverside Economic Development Agency will appoint a project manager to serve as the point of contact for all issues related to the professional service contracts resulting from this Request for Qualifications. THE SELECTED FIRM: Firms submitting a Statement of Qualifications will be evaluated for selection based on the following criteria: Indication of general and specific interest Type of work firm performs Certifications or Training History of the firm including years in business, current number of professional personnel and current volume of projects under contract Resume of firm's principals and key personnel Client references with addresses and telephone numbers Following evaluation of the Statement of Qualifications (SOQs) by the committee, a short list of firms may be selected for interview, at the committee's discretion. COSTS ASSOCIATED WITH THE RFQ PROCESS: Each respondent will be responsible for all his/her expenses incurred during the RFQ process. THE SELECTION PROCESS: The elements and sequence of this qualification based selection process are as follows: Issuance of this RFQ to prospective firms Submittal of a bound Statement of Qualifications (SOQ) package from prospective firms to the County Evaluation of Qualifications by the County (including review of SOQs and interviews as deemed necessary by the County) PUBLIC RECORDS ACT: Responses to this RFQ become the exclusive property of the County. "Statement of Qualifications" become a matter of record and shall be regarded as public record when the County of Riverside Economic Development Agency recommends firms to the Board of Supervisors, and such recommendations appear on the Board Agenda. Following the receipt of the noted input and discussion, the Commission moved and on a five-to-zero (5/0) vote approved Commission Resolution No. PC16-266 forwarding a recommendation that the City Council amend Menifee Municipal Code Chapter 9.55 (Parkland Dedication or Quimby Fee Requirements for Residential Developments) within the City of Menifee, by adding Section 9.55.115 to allow developers to receive credit for excess park dedication under certain circumstances. Environmental Information: Pursuant to Section 15168(c)(2) of Title 14 of the California Code of Regulations, the proposed code amendments do not require additional review under the California Environmental Quality Act, Public Resources Code Section 21000 et seq (CEQA) because the proposed amendments to the Municipal Code are within the scope of the project covered by the Environmental Impact Report for the City's General Plan (State Clearinghouse No. 2012071033). Pursuant to Section 15162 of Title 14 of the California Code of Regulations, no new effects will occur and no new mitigation measures will be required as a result of the Project. Hazardous Waste Sites: The project area (Citywide) includes sites that have been included on lists of hazardous waste sites enumerated under Section 65962.5 of the California Government Code.
