The Press-Enterprise, NOTICE OF AGREEMENT TO PURCHASE TAX-DEFAULTED PROPERTY FORDELINQUENT TAXES NOTICE IS HEREBY GIVEN in accordance with the provisions of Division 1, Part 6, Chapter 8 of the California Revenue and Taxation Code and the written authorization of the State Controller, that an Agreement, a copy of which is on file in the office of the Board of Supervisors of Riverside County, has been made between said Board of Supervisors, and the Riverside County Waste Management Department and approved by the State Controller, whereby said County will sell to said Riverside County Waste Management Department, under the terms set forth in said Agreement, all of the real property hereinafter described that is subject to the Power of Sale by the Tax Collector. The Press-Enterprise, NOTICE OF AVAILABILITY FOR PUBLIC REVIEW OF A DRAFT ENVIRONMENTAL IMPACT REPORT FOR THE CITY OF WILDOMAR HORIZONS DEVELOPMENT PROJECT A Draft Environmental Impact Report (DEIR) has been prepared by the City of Wildomar for the Horizons Development Project (Planning Application No. 14-0040). The DEIR and Technical Appendices will be available for public review/comment beginning on Thursday, August 27, 2015, and can be downloaded from the City of Wildomar Environmental Documents Center webpage at http://www.cityofwildomar.org/environmental-documents.asp. A printed/hard copy of the DEIR document will also available for review at the City of Wildomar, Planning Department, 23873 Clinton Keith Road, Suite 201, Wildomar, CA 92595 during regular business hours (8 am 5 pm, Monday Thursday). The proposed Horizons Development Project comprises the following actions by the City of Wildomar: 1. General Plan Amendment The proposed project will amend the City of Wildomar General Plan Land Use Map by changing the existing land use designation from Business Park (BP) to Commercial Retail (CR) on 8.52 net acres (lots 2 and 3 at the southerly portion of the site) and Business Park to High Density Residential (HDR) on 11.69 gross acres (lot 1 at the northerly portion of the site). The proposed General Plan Amendment would allow for-sale townhomes to be built on the HDR portion of the property and the senior living facility to be built on the CR portion of the property. 2. Change of Zone A proposed change in the current zoning designation from R-R (Rural Residential) to C/1-C/P (General Commercial) on 8.52 gross acres (lots 2 and 3) and from R-R (Rural Residential) to R 3 (General Residential) on 11.69 gross acres (lot 1). 3. Tentative Tract Map A tentative tract map (TTM 36672) will divide the property into three land parcels and allow the creation of airspace condominium parcels for the townhomes. 4. Plot Plan The plot plan will allow development of the site and buildings for the entire ±20-acre project site. The multi-family residential portion of the project includes 138, two-story townhomes, a recreation building, and 350 parking spaces. The proposed senior living facility includes a single two-story building with 86 units and 86 parking spaces on approximately 4.5 acres. The project also includes the extension of Elizabeth Lane along the eastern boundary of the project site, a 2-acre open space area along the western boundary, a 1.5-acre retention basin, and a 1 acre open space area that avoids an existing drainage course. 5. Conditional Use Permit (CUP): A proposed CUP to allow the 86-unit senior assisted living facility in accordance with Section 17.72.010.C of the Zoning Ordinance. The DEIR identifies impacts that require mitigation in the following topic areas: Biological and Natural Resources; Cultural and Paleontological Resources; Geology and Soils; Hazards and Hazardous Materials; Hydrology and Water Quality; Noise; Traffic and Circulation. Significant and unavoidable impacts and cumulatively considerable impacts have not been identified in any of the environmental issue areas. The project is not located on any hazardous materials sites enumerated under Section 65962.5 of the California Government Code. In accordance with Sections 15072(a) and (b) of the CEQA Guidelines, this Public Notice is posted to officially notify the public, public agencies, responsible and trustee agencies, that the required 45-day public review period will commence on Thursday, August 27, 2015 and conclude on Monday, October 12, 2015. Any written comments (via email or letter) on the DEIR must be submitted no later than 5 p.m. on October 12, 2015. Written comments may be mailed to: Matthew C.
